| Resumen: | Esta tese trata da Internacionalização da Educação Superior e da organização em rede, apresentando um percurso investigativo que permitiu a construção de uma proposta para a Rede Internacional Marista de Educação Superior (RIMES). A Educação Superior, na contemporaneidade, perante as rápidas mudanças e os avanços tecnológicos, tem vivenciado transformações que afetam diretamente sua atuação e sua relação com a sociedade. Assim, as instituições são conclamadas ao protagonismo, ao seu papel inerente e de vanguarda na geração, armazenamento, disponibilidade e transferência de conhecimento, contribuindo para a inovação e o desenvolvimento da sociedade. Tendo como lócus a RIMES, cujas Instituições de Educação Superior são mantidas por diferentes unidades administrativas do Instituto dos Irmãos Maristas, fundado em 1817, na França, esta pesquisa pretendeu investigar a internacionalização e a articulação em rede. A partir das diretrizes do governo geral marista, a RIMES é convidada a construir uma proposta de organização em rede, mediante o diagnóstico de que atualmente a articulação entre suas instituições é restrita a poucas ações interconectadas, o que configura a rede numa perspectiva metafórica e com pouca efetividade.A pesquisa buscou respostas ao seguinte problema: considerando a internacionalização e a organização em rede como possibilidade de articulação e colaboração entre as instituições, que proposta de organização em rede pode ser estruturada para a RIMES? Em seus objetivos propôs-se a analisar o cenário e o contexto da Educação Superior; a aprofundar os conceitos da Internacionalização e da teoria das Redes; a apresentar histórico e composição da RIMES; e a construir uma proposta de organização em rede. Foi adotada a metodologia pesquisa-ação, promovendo o engajamento dos participantes e do pesquisador, viabilizando mudanças em contextos específicos para uma ação transformadora. Foram considerados participantes desta pesquisa o Comitê executivo ampliado e o grupo de lideranças das 27 Instituições de Educação Superior, de 12 países. Em seus resultados, a tese apresenta uma proposta de organização em Rede, que consiste na composição de estratégia, estrutura e processo. A estratégia definiu uma atuação das instituições por meio da organização em rede, com o objetivo de conectar pessoas, conhecimentos e projetos, para promover a inovação e o desenvolvimento das instituições.Para operar a estratégia e o plano estratégico, foi criada uma estrutura denominada Organização Administrativa da Rede, mediante formato de constituição por associativismo, sediada no Brasil. Os processos referem-se à operação da rede, com destaque para a gestão dos seis projetos definidos para viabilizar a estratégia. A tese afirma que a organização em rede, a partir das possibilidades de internacionalização e mediante uma atuação cooperativa e articulada entre as Instituições, potencializa a missão universitária, promove sua perenidade e contribui para o alcance dos objetivos e resultados institucionais estabelecidos. Portanto, estima-se que a proposta de organização em rede, construída a partir desta investigação, com o engajamento e a validação das lideranças das instituições, tenha significativa relevância e impacto social para a educação superior marista.
The aim of this dissertation is to discuss the Internationalization of Higher Education and the perspective of the network organization. The findings of this investigation culminated in the design of a proposal for the Marist International Network of Higher Education (RIMES). Higher Education, in contemporary times, in the face of rapid changes and technological advances, has experienced a number of transformations that have a direct impact on its actions and its relationship with society. Thus, universities are required to play a leading role in the generation, storage, availability and transfer of knowledge, in an effort to make a contribution to innovation and development of societies. Therefore, this study aims to investigate internationalization and networked actions at RIMES, whose Higher Education Institutions are supported by different administrative units of the Marist Brothers Institute, founded in 1817, in France. In view of the guidelines of the Marist General Government, RIMES has assumed to design a proposal for networked organization, in face of the fact that its member institutions are not yet fully connected.As a consequence, the existing network is merely metaphorical and ineffective. The study sought answers for the following problem: considering that internationalization and the perspective of network organization is a possibility of articulation and collaboration between institutions, what kind of structure can be in place for RIMES? Its goals include: the analysis of the scenario and the context of Higher Education; an exploration of the concepts of the Internationalization of Higher Education and the Network theory; presentation of the history and composition of RIMES; proposal for a network organization. The action research methodology was employed. This method fosters the engagement of participants and researchers and allows researchers to make changes in specific contexts for a transformative action. Participants in this study included the expanded Executive Committee and the group of leaders of the 27 Marist Institutions of Higher Education, from 12 different countries.As a result, the dissertation presents a proposal for networked organization, which consists of the composition of the strategy, structure and process. The idea is to connect people, knowledge and projects to promote innovation and development in the institutions. An Administrative Networked Organization, based in Brazil, has been created to run the strategy and the strategic plan, in the form of associativism. The processes include the operation of the network per se, with a focus on the management of the six processes chosen to facilitate the strategy. Networked organization, in view of the possibilities for internationalization and cooperative and articulated actions involving the Institutions, can maximize the university mission, promote its perpetuity, and help it achieve its goals and institutional results. Therefore, it is hoped that the proposal for networked organization, resulted from this dissertation, with the validation and engagement of the leaders of the institutions can have relevance and significant impact on Marist higher education. |
