Memória em agenda: como o maior veículo gaúcho de mídia impressa agenda a justiça de transição no Rio Grande do Sul

Abstract

O presente trabalho tem por objetivo analisar como o tema da ditadura civil-militar brasileira e sua justiça de transição tem sido agendado pelo jornal Zero Hora, periódico de maior circulação do Rio Grande do Sul e um dos maiores do Brasil. Inicialmente, situa algumas noções relativas à justiça de transição, principalmente a questão da busca pela memória referente aos crimes de estado. Além de uma pequena ilustração do cenário histórico-político no qual essa ideia passou a se desenvolver, trabalha conceitos teóricos que justificam a necessidade das políticas de memória em sociedades que viveram esse tipo de atrocidade, sem deixar de trazer uma exposição de como o Brasil se relaciona com esses conceitos e com a sua própria memória acerca da ditadura civil-militar e que consequências traz essa relação. A seguir, analisa alguns desdobramentos da communication research para, finalmente, entrar no exame da teoria da agenda e dos fatores que exercem influência no fenômeno do agendamento, afora algumas figuras teóricas que lhe servem de complemento. Feito o balizamento teórico, passa a descrever como se deu a coleta de dados e a comentar os resultados obtidos, analisando o agendamento do tema pesquisado na Zero Hora durante o período compreendido entre maio de 2012 e abril de 2014. Ao final, conclui que, em que pese tenham sido identificados momentos onde o tópico recebeu alguma atenção por parte do jornal, o grau de agendamento do tema da ditadura civil-militar brasileira e sua justiça de transição foi, em geral, baixo.

This work aims to analyse how the theme of the Brazilian civilian-military dictatorship and it’s transitional justice has been set on the Zero Hora newspaper’s agenda, number one circulation newsprint in Rio Grande do Sul and one of the major newspapers in Brazil. Initially, it situates some notions regarding the transitional justice, mainly the issue of the pursuit for the memory related to state crimes. Apart from a small illustration of the historical-political scenario in which this idea started to be developed, explores theoretical concepts that justify the need for memory policies in societies which lived this kind of atrocity, besides bringing an exposition of how Brasil relates to these concepts and with it’s own memory in regard to the civilianmilitary dictatorship and which consequences are brought by this relation. Hereafter, analyses some developments of the communication research in order to, at last, examine the agenda setting theory and the factors that exert influence on the agenda setting phenomenon, as well as some theoretical figures which work as it’s complements. After these outlines are drawn, this work goes on describing how the data collection has been proceeded and commenting the obtained results, studying the presence of the researched theme in the Zero Hora’s agenda during the period comprehended between may of 2012 and april of 2014. At the end, it is concluded that, even though there have been identified moments where the studied topic has received some attention by the newspaper, the level vis-à-vis how the theme of the Brazilian civilian-military dictatorship and it’s transitional justice has been set on the agenda was, in general, low.
