A cidade de papel: a epidemia de peste bubônica e as críticas em torno da saúde pública na cidade do Rio Grande (1903-1904)

Abstract

This thesis has examined the attitude of the municipal government of Rio Grande and the front of the incisive criticism of "Echo do Sul" to the neglect of the public to the need for implementation of policies on health and hygiene, in the midst of the epidemic bubonic plague that struck the city between the years of 1903-1904. It was noted that the process of cleaning the city of Rio Grande, which by virtue of laws and the need before the crisis, has developed only at the end of 1905. This initiative of public authorities, very encouraged by the newspaper "Echo do Sul", was not only a tool to combat the epidemic, but mainly, a force refurbished the way of life of the rio-grandina. So we tried to understand this issue positions of government and the press before the crisis endemic, as well as social and cultural transformation of the rio-grandina.

Na presente tese foi analisada a postura do governo municipal do Rio Grande e do Estado frente às incisivas críticas do jornal “Echo do Sul” ao descaso dos poderes públicos para com a necessidade de implantação das políticas de higiene e saúde, em meio à epidemia de peste bubônica que assolou a cidade entre os anos de 1903-1904. Notou-se que o processo de higienização da cidade do Rio Grande, que por força de leis e pela necessidade diante da crise, somente se desenvolveu em fins de 1905. Essa iniciativa das autoridades públicas, muito incentivada pelo jornal “Echo do Sul”, não apenas foi um instrumento para combater as epidemias, mas principalmente, uma força remodeladora do modo de vida da população rio-grandina. Portanto, buscou-se nessa temática compreender as posturas do governo e da imprensa frente à crise endêmica, como também a transformação social e cultural da população rio-grandina.
