| Resumen: | A violência contra as mulheres é um problema que persiste na sociedade como uma das principais violações dos Direitos Humanos e é considerada fruto de uma construção cultural que envolve diferentes fatores sociais. Em vista disso, por meio de uma pesquisa bibliográfica e documental, o presente estudo tem o escopo de analisar como o Estado – executivo, legislativo e judiciário – e a sociedade civil organizada, têm atuado de forma integrada para fomentar ações educativas que promovam a conscientização da Lei Maria da Penha nos espaços de educação básica no Rio Grande do Sul (RS). Para melhor entendimento da situação atual do público feminino, este trabalho apresenta elementos sobre a condição histórico-social, bem como os avanços legais para a garantia dos direitos humanos das mulheres. A pesquisa foi realizada em páginas oficiais do governo e poderes do Estado, livros e vídeos, nos quais foram analisadas iniciativas no campo educativo relevantes para a promoção da compreensão das relações de gênero na construção da cidadania das mulheres. Os dados deste estudo revelam práticas graduais no esforço de incluir o tema sobre a valorização feminina nas escolas e, embora ainda insuficientes, são importantes no processo de equidade nas relações entre homens e mulheres. Nesse sentido, a pesquisa apontou o projeto EmFrente Mulher, idealizado pelo Poder Executivo, do qual participam representantes de diferentes órgãos, inclusive de outros Poderes do Estado.O Poder Legislativo, por sua vez, criou a Lei Estadual nº 15.484, de 2020 e a Lei Estadual nº 15.702, de 2021, que tratam – respectivamente - da valorização das meninas e mulheres no ambiente escolar e da instituição da Semana Maria Penha nas escolas. Da mesma maneira, o Poder Judiciário desenvolveu o Projeto Igualdade que leva o Projeto Maria na Escola a diferentes espaços de ensino. Nessa perspectiva, o Ministério Público/RS criou a Cartilha Conversando sobre Violência Doméstica nas Escolas e a Defensoria Pública/RS, o Projeto DPE na Escola. Por fim, a Organização da Sociedade Civil é retratada na pesquisa pelo trabalho da Themis, que oferece o Curso de Formação de Jovens Multiplicadoras de Cidadania (JMCs), no qual meninas de regiões populares são formadas em matérias que ajudam a tornálas autônomas, sendo referenciais em suas comunidades. Nesse contexto, embora os avanços anunciados, é necessário atenção aos aspectos que ainda desafiam a coibição da violência de gênero, para que dessa maneira, o Estado do RS possa progredir na construção de uma sociedade justa e igualitária.
Violence against women is a problem that persists in society as one of the main human rights violations and is considered a result of a cultural construction that involves different social factors. Therefore, through bibliographic and documentary research, this study aims to analyze how the State - executive, legislative, and judicial - and organized civil society have worked together to promote educational actions that raise awareness of the Maria da Penha Law in basic education spaces in Rio Grande do Sul (RS). To better understand the current situation of the female population, this work presents elements on the historical and social condition, as well as legal advances for the guarantee of women's human rights. The research was carried out on official government and state powers' pages, books, and videos, in which relevant educational initiatives for the promotion of the understanding of gender relations in the construction of women's citizenship were analyzed. The data from this study reveal gradual practices in the effort to include the theme of female empowerment in schools.Although still insufficient, they are important in the process of equity in relations between men and women. In this sense, the research pointed out the EmFrente Mulher project, idealized by the Executive Branch, in which representatives from different bodies participate, including other State Powers. The Legislative Branch, in turn, created State Law No. 15,484 of 2020 and State Law No. 15,702 of 2021, which deal - respectively - with the valorization of girls and women in the school environment and the institution of the Maria Penha Week in schools. Similarly, the Judiciary has developed the Equality Project, which takes the Maria in School Project to different teaching spaces. In this perspective, the Public Prosecutor's Office/RS created the Pamphlet Conversing about Domestic Violence in Schools, and the Public Defender's Office/RS made the DPE in School Project. Finally, Civil Society Organization is portrayed in the research by the work of Themis, which offers the Young Citizenship Multipliers Formation Course (JMCs), in which girls from popular regions are trained in subjects that help make them autonomous, being referenced in their communities. In this context, although the announced advances, it is necessary to pay attention to the aspects that still challenge the curbing of genderbased violence. In that way, the State of RS can progress in the construction of a fair and equal society. |
